hmmm, seeing as how this is a photograph, it looks a little over-edited to me. It looks like a pencil drawing, which for some reason I don't care for.

its an ending result that mimics HDR, through dodging/burning.
i love this effect, and i did it in this particular photo because i thought it would really make the audience dial in to his expression
